Completed Federal Government Contracting Certification Program. Participated in five federal contracting courses: World of Government Contracting, Timekeeping and Labor Regulations for Federal Contractors, Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS), Federal Contract Procurement Cycle, and Accounting for Federal Contracts and Dealing with Audits. Received 80 hours of instruction and gained an in-depth knowledge of all aspects of the federal contracting process.

Managed and administered all facets of contracts between Fannie Mae, Veterans Administration, US banks, and client. Oversaw contractual actions from pre-award to post-award, including initial planning, contract awards, invoicing, and administration for more than 20 contracts annually. Monitored websites of financial institutions, mortgage association, and government financial agencies to gather most current information and predictions.

Contacted mortgage lenders to acquire bids and proposals to ensure best pricing for client. Gained knowledge of suppliers through local colleagues, associations, Fannie Mae, and other sources to determine best bank to issue client’s loan. Drafted bid tabulation to determine top qualified lender-bidder. Reviewed proposals from lenders against their previous history, expenditures and rates. Determined price reasonableness, negotiated best value, and conducted post-bidding phone interviews with possible lenders. Prepared and disbursed solicitation requests. Improved work performance , ensuring QUALITY CONSISTENCY by using pre-qualified, proven performers.

IDENTIFIED AND INITIATED CORRECTIVE  ACTIONS for clients unable to pass rigorous underwriting process in order to make them more credit worthy. Assisted client in improving credit scores. Instructed clients in good financial practices as always paying bills on time, and paying off credit cards monthly, having several credit cards, and disputing erroneous items on credit reports. Successfully assisted four families avoid foreclosure by negotiating with banks to lower interest rates, thereby lowering monthly payments. Established and administered internal QUALITY CONTROL.

Worked with title attorneys and banks to create legal and binding contractS between client and bank. Included standard and specialized documentation and reasons for approving or rejecting loan request.

 SERVED AS POINT OF CONTACT AND ADMINISTERED CONTRACT; after submission, continually followed-up with underwriters, appraisers, title attorneys, realtors, and client to respond to questions or requests. Ensured that bank and all other parties followed federal regulations and terms of contract, including interest rates, closing costs, length, and amount of loan. Once the loan was approved, scheduled award closing and follow-up. Initiated agreements with appraisers, title companies, home insurers, and lenders. Asked that they respond within two hours to inquiries. This minimized response time for corrective actions and increased turnaround time efficiency.

PROVIDED CUSTOMER SUPPORT to a US Department of Health and Human Service (HHS) contractor in order to resolve complaints from sight-impaired users. These individuals were not able to read the pages of the HHS website because of poor or non-existent eyesight. By adding specialized HTML code to each page, I reorganized top 100 website pages to be compliant with Section 508 of the Americans with Disabilities Act (ADA), allowing sight-impaired customers to “read” the HHS website.

Founded and grew web design company whose mission was to provide exceptional internet design and web maintenance services. Marketed for new income sources. Designed websites for numerous small businesses and non-profits and maintained and updated their pages upon request.

Designed and maintained interdepartmental webSITE for US Department of Energy contractor, Z Inc., of Silver Spring, MD. Interviewed each department member to determine departmental needs. Designed prototype website and made considerable changes with member feedback.

Maintained training website for US Air Force subcontractor, ScienceWise.com, of Gaithersburg, MD. Made daily changes to keep website up to date.

FOUNDER AND PAST PRESIDENT of DC Pixels Web Association. This association consisted of web designers in the Washington, DC area; mission to instruct it’s members of new developments in web design. Because no similar association existed at that time, I organized web designers with similar interests. Organized monthly meetings, found speakers and promoted membership.
